"Order is the shape upon which beauty depends. In a maturing market, regulation is not an impediment; it is the catalyst that separates professionals from amateurs."
- Pearl S. Buck
If you have spent any time scrolling through property news or watched multiple Youtube videos featuring landlords across the UK Midlands recently, you will have noticed a distinct shift in the air. The wild-west era of casual holiday letting and friction-free Airbnb hosting is coming to a close.
Following in the footsteps of Europe’s leading tourism hubs, the UK government is rolling out a comprehensive regulatory framework for self-catering holiday lets and short-term accommodation in England. For property owners in England, the message is clear: compliance is no longer an afterthought—it is the baseline for staying in business.

To understand where the UK market is heading, we only need to look across the Channel. Over the past few years, major European destinations like Southern Spain, Barcelona, Florence, and Milan implemented strict mandatory registration schemes, local planning restrictions, and heavy enforcement against unpermitted short-term rentals.
At first glance, many commentators predicted a catastrophe for property investors. But what actually happened?
The European Ripple Effect:
When strict rules were introduced in Spain and Italy, casual hosts who operated on thin margins or cut corners on compliance simply exited the market. Overall property supply contracted, creating a natural flight to quality. For the professional operators who invested in full compliance, high specifications, and flawless guest service, average daily rates (ADRs) soared and occupancy stabilized. Regulation didn't kill the market—it cleaned it up.
The updated UK government guidance sets out clear expectations for operating a self-catering holiday home in England. These measures are designed to harmonize community interests, local housing supply, and guest safety.
1. Mandatory National Register
A centralized database requiring every short-term rental property to be registered before accepting guests, ensuring complete transparency for local councils and tax authorities.
2. Planning & C5 Use Class
Introduction of specific planning use classes for short-term lets, giving local authorities powers to require planning permission in high-density or sensitive residential zones.
3. Strict Safety & Fire Compliance
Rigorous enforcement of Fire Safety Risk Assessments, annual gas safety certifications, 5-year EICR electrical checks, and minimum EPC energy ratings.
4. Tax & Business Rates Rules
Strict thresholds for business rates qualification (e.g., property must be available for 140 days and actually let for at least 70/105 days per year to qualify).
We're expecting a bit of work and additional investment at the front of every Airbnb property. However it doesn't scare us at all - we see a bigger gain at the end of this opportunity.
And to be fair I don't believe that regular property management companies will do amazing work to make properties up to new set of rules.
We are confident that many landlords will be able to do it better than most property management companies in the market. The only issue is the time, as it can be very time consuming.
